Supplemental Disaster Relief Program (SDRP) Stage Two Enrollment and Agent Information Session
The United States Department of Agriculture's (USDA) Farm Service Agency (FSA) is providing over $16 billion in Congressionally approved assistance through the Supplemental Disaster Relief Program (SDRP). Enrollment for Stage Two began on November 24, 2025, and will remain open until April 30, 2026. To support this process, the Risk Management Agency (RMA) and FSA will host an informational session (webinar) for crop insurance agents on Thursday, December 4, 2025, at 10:00 a.m. (EST). Details on the webinar are provided below.
Program Information
Stage Two of SDRP covers eligible crop, tree, bush, and vine losses, due to qualifying disaster events in calendar years 2023 and 2024, that were not covered under Stage One program provisions, including:
- Non-Indemnified (Including Shallow Losses)
- Insured losses through federal crop insurance that did not trigger a crop insurance indemnity.
- Losses with Noninsured Crop Disaster Assistance Program (NAP) coverage that did not trigger a NAP payment.
- Uncovered (Uninsured) Losses
- Includes losses that were not insured through federal crop insurance or NAP.
- Quality Losses
- Includes quality losses to commodities indicated by:
- A decrease in value based on discounts due to the physical condition of the crop supported by applicable grading factors
- A decline in the nutritional value of forage crops supported by documented forage tests.
- Producers will certify to an SDRP quality loss percentage.

The RMA and FSA will host an informational session for crop insurance agents on Thursday, December 4, 2025, to discuss Stage Two of the Supplemental Disaster Relief Program (SDRP). NAU Country sent a message regarding this to all agents and staff on Tuesday, December 2, 2025, Ref#: 340-25.
